Which programme for manipulating JPEGs?

Several times I have heard that Paint Shop Pro is the program to use to clean up a jpeg. I downloaded the latest trial version which is 10. However, it seems to be more about photo editing.
I don't mind purchasing a program but want to be sure that this is the one I should be using.

I use Jasc Paint Shop Pro .. I bought version 7 .. it serves my purposes well. I can clean up most any artwork that is sent. Thankfully, I have a client base that generally provides excellent artwork and I mostly only have to crop or straighten a scan .. I have however also used it for creating logos for clients without one.
I got mine on either eBay or yahoo auction site. It was a bit cheaper than going out and buying it retail.

I'd have to agree with Paint Shop Pro. I love it. You can get it on EBay or download it for free.

How easy to work with Irfanviewer, it has support to multiple formats, but results are of not good quality.

I havent wroked with Irfanviewer, but i do recomend paintshop pro for photo editing. It supports jpeg for sure.
