Need a digitizing software for classic cars

Hello, I'm new to digitizing, but have had the Embird Software with studio for 3 years now. I show a brief vidio of Wilcom, but it is expensive, but if it will do the job correctly from scanning and all the way to conversion of the stitches for a professional look, then I will invest the money. I am trying to scan in a photo of a classic car to convert stitches to embroidery. I have a very low budget, but would like to make custom digitizing part of my business. What is the best software for a low budget to digitize automobiles? I will be scanning pictures in as jpegs or tifs. Please help, I'm not sure it Embird will do the job or not.

I use PE Design V8 for my digitizing. I've had some success digitizing cars with this software - I simply import the original photo and then use the software's drawing capabilities to trace the image. Once I have the image completely traced I then remove the original image and adjust everything to look good. I've got some images of a design I did for my son, but I can't post attachments, or links, yet so if you want to see what I've done, send me your email address and I can send you a sample.
